GOVERNANÇA COLABORATIVA E CONSELHOS DE DESENVOLVIMENTO
ANÁLISE DA LITERATURA
Resumo
Os termos “Governança Colaborativa” e Conselhos de Desenvolvimento” vem conquistando espaço e notoriedade no ambiente de administração pública e em vários campos de conhecimento, mas ainda há limitações de estudo, principalmente quando estes são associados de forma conjunta. Considera-se que ainda há uma necessidade de organizar processos e estruturas específicos para avaliar seus contextos de atuação. A teoria apresenta que os processos que envolvem a governança colaborativa devem ser inclusivos e respeitar e valorizar os interesses das partes envolvidas. Um conselho de desenvolvimento, por sua vez, tem como escopo propor e fazer executar políticas de desenvolvimento econômico, considerado como um dos mais importantes instrumentos contemporâneos de participação social no Brasil. A teoria apresenta, ainda, que o processo de governança colaborativa envolve múltiplos fatores, como a construção de confiança entre as partes envolvidas; a compreensão, pelas partes, do problema, e ainda, elevada capacidade de liderança para apoiar o engajamento e fazer com que o necessário aconteça, o que cria forte conexão com os conselhos de desenvolvimento. Diante disso, surge o questionamento: Como a literatura tem tratado o tema governança colaborativa e conselhos de desenvolvimento, de forma simultânea? Com base neste pressuposto, a pesquisa tem como objetivo identificar as principais contribuições teóricas e práticas sobre o tema governança colaborativa e conselhos de desenvolvimento, com vistas a levantar eventuais convergências e divergências. O estudo foi desenvolvido a partir de análise exploratória e descritiva, baseada em dados secundários. Os resultados demonstram, de forma geral, que ao comparar os conceitos entre si, é possível perceber que “governança colaborativa” e conselho de desenvolvimento” têm em comum o atendimento das necessidades públicas coletivas, com vistas a sempre promover o bem estar social da coletividade. Além disso, a implantação de conselhos de desenvolvimento combina com as abordagens para melhorar a governança, pois incentiva a participação democrática, aumentando a transparência, diminuindo a corrupção e evitando práticas que estejam em desacordo com as políticas públicas e a governança.
