FISCAL MANAGEMENT MODERNIZATION: a systematic literature review

Abstract

To keep pace with advances in digital technologies and improve fiscal outcomes, different countries have implemented initiatives to modernize public fiscal management. However, these initiatives are documented in the literature in a fragmented manner, mostly considering local contexts. Therefore, this study aimed to examine the main dimensions of fiscal management modernization in recent international literature, with an emphasis on the role of digital technologies and associated institutional transformations. To this end, a systematic literature review was conducted, based on articles from the Scopus and Web of Science databases addressing innovation and the modernization of fiscal management in the governmental context. A total of 29 scientific articles were analyzed. The findings indicate that most of the literature focuses on the application of digital technologies that support taxpayer audit and compliance processes. Secondly, the literature addresses the institutional transformations required for the implementation of these technologies. Based on the results, it can be concluded that the modernization of fiscal management generally follows an evolutionary pattern comprising three waves: process digitalization, big data, and artificial intelligence. Furthermore, this modernization is associated with a structural transformation process involving governance and management factors
