Abstract
This study aims to analyze whether the maximum score obtained by the municipality of Campo Grande in the assessment called “The Transparent Brazil Scale – 360º Assessment” (CGU, 2021b), carried out by the Federal Comptroller General (CGU), represents ease of access , by the citizen, to information from the municipal secretariats and sub-secretariats of Campo Grande/MS. Therefore, an exploratory research of a qualitative nature was carried out, with a view to comparing the highest score achieved by Campo Grande and the difficulties encountered, in practice, when verifying public information related to municipal secretariats and undersecretaries. Initially, a bibliographic research was carried out to conceptualize transparency, exploring its importance for the perpetuation of democracy. The general aspects of the assessment carried out by the CGU on transparency and the regulations that involve the subject were also verified. In fulfillment of the intended objective, it was identified that the maximum score in the CGU evaluation does not represent an ease of access to information by the citizen. However, the important advance in the search for public transparency in the studied municipality is not overlooked, since transparency is a topic that requires a long construction and permeates multiple barriers, including historical and cultural barriers of the Brazilian people.
