TECNOLOGIA MOBILE PROPORCIONA ECONOMICIDADE NA CONTRATAÇÃO DE SERVIÇO DE TRANSPORTE NO TRIBUNAL DE JUSTIÇA DE RONDÔNIA, REALIDADE OU FICÇÃO?
Abstract
ABSTRACT: This article investigates the effectiveness of the principle of economy in contracting outsourced transport services made by the Court of Justice of the State of Rondônia (TJRO). The research aims to analyze the cost-effectiveness of contracting outsourced terrestrial transport intermediation service, the JUDCAR, in comparison with the maintainability of the Agency's own fleet, therefore, we sought to identify the amounts spent on the acquisition of vehicles from the agency's own fleet. , verify the amounts spent on vehicle maintenance of the agency's own fleet and compare the values with the contracting of the displacement service through an application and project the data obtained and compare with the acquisition and maintenance of the fleet and the service. This is an applied research, whose research objective is to be descriptive and uses a mixed approach, that is, quantitative and qualitative of a case study carried out at the TJRO Headquarters in Porto Velho, Rondônia, using the content analysis technique, with documental and bibliographic research that involves the study of public notices, preliminary technical study, payrolls, terms of reference, contracts, legislation and electronic research, as well as the costing method is used in data analysis by absorption. The Theory of Public Finance (TFP) is the base theory used in this research. The results obtained proved the effectiveness of the JUDCAR economy principle, since since its implementation it has allowed the reduction of the fleet from 51 to 19 cars and the value of the kilometer traveled from R$ 11.10 of the own fleet to R$ 5.20 by JUDCAR .
