Abstract
In the context of the acquisitions made by the Public Administration, sometimes, due to their specificity, the products and services necessary for a given activity are not available on the national market. Thus, international acquisitions emerge as a tool to increase competitiveness and the search for better proposals to the Public Administration and the Armed Forces. The issue is not easy to understand and involves several risks, given the lack of systematicity with which the Bidding Law deals with the theme and the context of Brazil's growing insertion in the world scenario and in the development of foreign trade, in addition to the large financial volumes often employed. Thus, this study aimed to analyze the risks and opportunities involved in the process of acquisition of military materials abroad, through a qualitative/descriptive methodological approach, based on the Risk Management Theory and the case study of international purchases of military material, carried out by the Brazilian Army Commission in Washington (CEBW), in 2021, for the Army Strategic Program Guarani. As a result, risks were identified and analyzed in order to suggest the best treatment to be given to each of these risks.
