DEMOCRACIA DELIBERATIVA E ADMINISTRAÇÃO PÚBLICA
Um início para uma discussão teórica
Abstract
Deliberative democracy is a way for society to participate in defining rules and actions through rational and non-coercive deliberation, aiming at the general welfare. Given the fact that the Brazilian public administration has little openness to social involvement in its decision-making system, this paper seeks to generate debate and show ideas on how the collectivity can have its desires contemplated, with the use of deliberative politics. This is a bibliographical survey, with the purpose of filtering articles that are capable of providing theoretical basis and pertinent discussions. The resources and the state capital are not administered by the population, but by managers who are not always elected. We conclude, therefore, that deliberative politics is an option that can be adopted to satisfy one of the purposes of public administration, in other words, to achieve general welfare
