ROTATIVIDADE DE PESSOAL EM CARGOS INTERMEDIÁRIOS NA ADMINISTRAÇÃO PÚBLICA
Um estudo de caso dos Técnicos Administrativos na Universidade Federal de Mato Grosso do Sul (UFMS)
Abstract
This article aims to analyze the turnover in the technical and administrative career of the Federal University of Mato Grosso do Sul - UFMS, discussing the administrative and financial impacts caused by this phenomenon. The study defines the movement of incoming and outgoing employees of the organization by definition of rotation, which, when detected at high levels, may be related to problems in people management, making it difficult to retain and engage workers. Turnover has a harmful potential in the public service, as it promotes waste of public resources, making it necessary to hold new tenders for the admission of civil servants and compromising the quality of the services provided. For the research, data on terminations in the technical-administrative career positions at UFMS from January / 2015 to December / 2019 were analyzed. The analysis was based on bibliography on budget and people management, in addition to similar studies carried out in other Federal Education Institutions. The survey showed that approximately 60% of voluntary dismissals in the period were requested by employees who had not even acquired stability, showing weaknesses in the selection and retention processes of employees. Thus, it is necessary to take a more careful look at the issue, as its consequences are harmful to Public Administration.
