Abstract

SUMMARY
The management and inspection of contracts is inherent to the work of technical servants of Federal Universities, being a relevant instrument for controlling public resources, when monitoring and managing contracts carried out by the agency. This article aims to identify the difficulties faced by managers and/or contract inspectors of the Fundação Universidade Federal de Rondônia – UNIR, when managing and inspecting service contracts with a regime of exclusive dedication of manpower, in particular, contracts cleaning and surveillance of the eight UNIR campuses. The methodology used was descriptive research followed by a survey, classified as quali-quanti. In a universe of 48 (forty-eight) civil servants, 31 responses were obtained, between July 6th and 8th, 2022. The results obtained demonstrate that contract managers and/or inspectors consider the inspection function difficult or very difficult. lack of training, being one of the most cited points in the questionnaires. Another important point refers to the excess of work and the lack of knowledge of technical aspects of inspection. As well as, often mentioned, the creation of an advisory sector to managers and/or inspectors, in the clarification of doubts, with regard to the management and inspection of administrative contracts.
