Abstract
The mission-oriented approach has been gaining prominence in contemporary industrial, scientific, technological, and innovation policies, promoting a paradigm shift by defining goals around challenges of social interest rather than specific sectors. The New Industry Brazil (NIB), launched in 2024, is an example of this approach, seeking to strengthen the industrial sector and address challenges posed by climate change, social vulnerability, and access to healthcare. In this context, this study analyzes the NIB, identifying its nature, characteristics, and the effects of technological lock-in, aiming to understand critical success factors and potential obstacles. The methodology includes literature review and documentary research, encompassing analysis of official documents and specialized literature on constraints that may affect the effectiveness of policies. Thus, the analysis seeks to contribute to advancing the debate on mission-oriented policies, offering relevant insights for the development of these policies in the Brazilian context.
