Abstract
ABSTRACT: This work analyzes whether the use of the rules of the RDC in the bidding procedures carried out by the Government of the State of Rondônia generated the expected savings in time and public resources. This is a descriptive research, of an applied nature, with a qualitative approach, with content analysis. The research is carried out from the compilation of data obtained from the electronic portal of the State Superintendence of Bidding (SUPEL), making a comparison between two groups of bids with similar objects, parameterized in relation to the number of bids that were successfully completed and the average duration of the processes, also verifying the savings generated in each analysis group. From the proposed comparison, it can be verified in which aspects the use of the RDC brought greater advantages from the point of view of efficiency, economy and celerity, in order to support the continuity of use of its institutes incorporated into the new bidding law even after the partial repeal of Law No. 12,462/2011. It was observed that the use of the RDC modality brought significant advantages to the detriment of public competition, mainly in relation to the questions of speed and economy of resources in the execution of the bidding process.
