NATIONAL COMMON CURRICULAR BASE OF EARLY CHILDHOOD EDUCATION: conceptions and implementation process
Abstract: The present theme aims to analyze the National Common Curricular Base (NCCB) of Early Childhood Education, the policies that supported it, the conceptions and the implementation process. The objective is to analyze the construction process of the NCCB of Early Childhood Education in the cultural, historical, social and political context, as well as the documents and policies that supported its construction and reoriented the curriculum planning and its implementation in the city of Uberlândia. Because it is a recent Curricular Policy, we observe the existing gaps in scientific research in relation to the NCCB and, therefore, it is necessary to investigate and reflect on such a curricular proposal at its core, the political period in which it was built, the contradictions, the conceptions and ideologies present in the NCCB and the implementation process through the creation of curriculum plans and policies in the municipalities guided by the NCCB of Early Childhood Education, starting from the assumption of how neoliberal ideals have influenced curricular proposals and, consequently, the BNCC. We carrie out ethnographic, bibliographical and documentary research, with a greater emphasis on the qualitative aspect. The initial theoretical reference adopted for the analysis of the construction of the Curricular Policy were the works of Michael Apple (1989; 2000), the NCCB in its 1st, 2nd and 3rd versions (2015; 2017); SILVA, I. L. F. et al (2015), Tiago Cortinaz (2019) and educational legislation. As a partial result, it reflected on the different conceptions of the school curriculum that involve the different historical times and the culmination in the construction of the NCCB, the ideological influence of international and national organizations in the process of construction of the NCCB in the face of current neoliberalism and the process of implementation through the Municipal Curriculum Guidelines for Early Childhood Education in the city of Uberlândia.
