Abstract

This work addresses school inclusion and Special Education, focusing on the Law of Guidelines and Bases of National Education (LDB) and the Political-Pedagogical Project (PPP) as instruments to promote inclusive education. The main objective is to analyze how these guidelines contribute to the inclusion of students with special educational needs (SEN) and to identify the main challenges and good practices associated with their implementation. The methodology used was of a bibliographic nature, based on the review of books, scientific articles and legal documents related to LDB, PPP and Special Education. The results indicate that while LDB and PPP provide a solid foundation for inclusion, lack of adequate teacher training, scarcity of resources, and cultural resilience still pose significant challenges. However, good practices in some schools demonstrate that, with the right implementation, these guidelines can significantly improve the educational environment for students with SEN. It is concluded that, despite the challenges, it is possible to promote inclusive education through curricular adaptation and specialized support, as long as there is investment in resources and continuing education for educators.
