ENTRE PODER E REPRESENTAÇÃO

The goal of this paper is to investigate the existence of a democratic crisis in the 21st Century, based on a bibliographical revision. In order to that, the theoretical reference it the recent work of Adam Przeworski, that defined the limits between concepts of democracy, from classical thinkers. Based on that, elements that cause deficiencies on democracies (by contempt and form) are also defined. Popular democratic participation due to excessive oppression and exclusion of democratic opposition in politics are presented as democratic fragilities. As examples of democratic crises, the context of United States of America and Venezuela are presented. It is concluded that the democratic crisis is not only a formal crisis but, mainly, a material crisis, whose correction persecution (or the speech on it) must not be used as a motivation to formal democracy deterioration.
