Territorial planning in the Federal District is marked by historical and structural inequalities. The most vulnerable populations, such as the Capão Comprido Community, are those who suffer the most from climate change. The review of the Federal District’s Master Plan (PDOT-DF) represents a participatory opportunity to listen to and include these communities. Through participatory research, this article evaluated three PDOT-DF review meetings held on March 29, April 5, and May 5, in order to assess whether it was possible to give voice to the most vulnerable populations in peripheral areas, thereby advancing climate justice. Based on 11 university extension reports, the study concluded that the PDOT-DF review process remains exclusionary. The meetings took place in hard-to-reach locations and were marked by the limited participation of residents from wealthier neighborhoods. The meetings were characterized by overly technical language, unequal dynamics, and limited inclusion of peripheral perspectives. The study highlights the need to revise the process in order to give prominence to those most affected by the climate emergency, thus realizing the human right enshrined in the Paris Agreement through Brazil’s Nationally Determined Contribution: to be guided by climate justice
