A GESTÃO DO PROCESSO ALFABETIZADOR DA CRIANÇA EM MATO GROSSO DO SUL: PROGRAMAS TEMPO DE APRENDER E MS ALFABETIZA EM FOCO (2019-2022)

Abstract

The subject of this article is the management of the child's literacy process and the object of research, the Literacy Educational Policies in the territory of Mato Grosso do Sul. In this direction, in a macro sense, it is understood the National Literacy Policy (PNA) that instituted the National Program Tempo de Aprender and, in a meso sense, the State Program MS Alfabetiza. In this way, it analyzes how and at what points and counterpoints of the PNA by the programs Tempo de Aprender and MS Alfabetiza, political and scientific control is sought over the management of the literacy process of children in the state of Mato Grosso do Sul. To this end, the objectives seek the conceptions of policy and management of the Tempo de Aprender and MS Alfabetiza Programs through training mechanisms for managers of the child's literacy process. As a methodology, it explores the qualitative character, of a bibliographical and documental nature. As a result, the Tempo de Apprender Program directs specific training to literacy teachers and school administrators. They were formulated by different MEC bodies, such as the Secretariat for Literacy (SEAlf) created by the Bolsonaro government and extinguished by the current Lula government and the Secretariat for Basic Education (SEB). MS Alfabetiza, on the other hand, has training focused on the literacy teacher. It is concluded that the parities of the Programs point to a managerial management conception of the child's literacy process, with an emphasis on meritocracy.
