ACCOUNTABILITY NA GOVERNANÇA PÚBLICA BRASILEIRA: DIAGNÓSTICO DO ESTADO DA ARTE DO INSTITUTO E DIÁLOGOS COM O DIREITO FUNDAMENTAL À BOA ADMINISTRAÇÃO
Abstract
This article explores the state of the art of accountability and deal with its concepts and modalities already consolidated by notorious figures of the doctrine. It also adresses how the fundamental right to good administration, underpinned by fundamental rights to information and probity, considers accountability to be the cornerstone of good administration. Also deals with the evolution of management models present from the Brazilian Public Administration to Public Governance, its concepts and advantages, and shows how accountability is treated as an essential element of these models. The methodological approach used for the development of research was bibliographic and documentary. In addition, the research has a dialectical-descriptive characteristic because the ideas presented here dialogue with the Brazilian social context, describing it in some particularities. In the end, it was observed that the concern with the translation of accountability
should no longer be prioritized, because the occupation should be given to the development of methods for its effective applicability in the Brazilian context, especially in relation to the new paradigm of administration (Public Governance), wich is seen as a democratising instrument. Finally, we need to make it clear that, in the best-case, the insertion of accountability can been seen only incrementally, because it is not an administrative reform, but a process of transforming practices ands ideals.
