Abstract
The article aims to present the state of the art of consensuality as a public policy and discuss, specifically in relation to consensual administrative action, the existence of the power-duty of administrative consensus and the consensual solution as a priority for the resolution of conflicts involving the Public Administration. In addition, it is intended to analyze if the consensual administrative action implies overcoming the principle of unavailability of the public interest, using bibliographic research to do so.
