O “ESTADO DA ARTE” DA PESQUISA DE POLÍTICAS PÚBLICAS EM DIREITO ADMINISTRATIVO: UMA ANÁLISE BIBLIOGRÁFICA
Abstract
The objective of this article is to analyze, based on a bibliographic survey, the research carried out in the area of Administrative Law on the theme of public policies, in the time frame of the decade of 2010 (2010-2019). The sample that illustrates this “map of the area” was found in articles published during this period in Administrative Law journals that are included in the Editora’s Fórum database of scientific journals. The analysis of the results identifies three major trends for the researches on public policies in Administrative Law: (i) articles on public policy control; (ii) articles that analyze public policies in specific sectors; (iii) articles that make a rhetorical use of the term “public policies”, without conceptual concern. Were also identified articles that aim to instrumentalize classic institutes of Administrative Law in favor of public policies effectiveness. In the end, we seek a systematic understanding of the contribution that the discipline of Administrative Law can bring to the approach of Law and Public Policies.
