A Recon‚figuração Identitária e Política da Surdez

Resumo

Rejeitando a visão do défice, as comunidades surdas têm vindo a assumir-se como minorias linguísticas e culturais, reivindicando uma cidadania que vá de encontro aos seus projetos de identidade. Assumindo-se como uma organização de caráter transnacional, a Federação Mundial de Surdos tem procurado dar voz aos anseios de associações nacionais de surdos do mundo inteiro. De entre as principais reivindicações, destacamse o reconhecimento das línguas gestuais e o acesso à educação das crianças e jovens surdos através de uma educação bilingue. A luta da Federação Mundial de Surdos tem-se processado junto de várias organizações internacionais, nomeadamente do Conselho da Europa e da Organização das Nações Unidas. Ao longo deste artigo, analisa-se os discursos das várias instâncias nomeadas, fazendo a distinção entre discursos identitários e discursos de regulação. Os primeiros revelam insatisfação e insistem nas suas reivindicações como uma questão de direitos humanos. Os segundos, apesar de surgirem ainda enquadrados dentro de um modelo terapêutico, denotam já alguma abertura às propostas da comunidade surda, através do reconhecimento gradual da importância da língua gestual e da educação bilingue.
